Policy 03:32:00 Adherence of DoD MOU Requirements

Purpose: to articulate Platt College's proactive adherence to the requirements of 34 CFR 668 and the Department of Defense Voluntary Education Partnership Memorandum of Understanding (DoD MOU).

Policy:

Military Tuition Assistance (TA) is awarded to a student under the assumption that the student will attend school for the entire period for which the assistance is awarded.  When a student withdraws, the student may no longer be eligible for the full amount of TA funds originally awarded.

To comply with the DoD policy, Platt College will return any unearned TA funds on a prorate basis through at least the 60% portion of the period for which the funds were provided.  TA funds are earned proportionally during an enrollment period, with unearned funds returned based upon when a student stops attending. These funds are returned directly to the military service branch.

Return on Unearned Tuition Assistance (TA) Funds:

Three distinct points of return for calculation include: (1) prior to class start date (100% return to the government of unearned TA funds, not a refund to the student); (2) week 3.3 of the quarter (70% return to the government of unearned TA funds, not a refund to the student); and (3) week 6.6 of the quarter and beyond (zero funds will be returned to the government).

Instances when a service member stops attending due to a military service obligation, the educational institution will work with the affected service member to identify solutions that will not result in student debt for the returned portion.

Financial Aid Department Training:

In accordance with Title IV of the Higher Education Act and the DoD MOU Section 3 (h), Platt College documents training of new employees and documents continuing education in financial aid through state and national organizations (i.e. conferences, webinars, meetings).

Training for the financial aid department includes, but is not limited to, completion of DoD MOU Compliance Tutorial.

Admissions Department Expectations:

In accordance with the DoD MOU, Platt College's admissions employees are not compensated by commissions, bonuses, or other incentive payments regarding students' referrals, admissions, or enrollments. Platt College does not offer or accept any regard or remuneration to includes an admission, enrollment, financial aid, or scholarship decision. Platt College prohibits fraudulent and aggressive recruitment of military students.
